Entering General Holiday Pay as amount rather than hours

In Alberta we pay construction workers an amount for General Holiday Pay that is calculated by a formula of hours x wage x .036. If I use the Statutory Pay category to calculate the amount then the hours are added to the employee's total insurable hours which I don't want as they are not actually hours worked. I am using the Salary category as a work around but it would be good to have the option to enter the amount alone under the Statutory Pay category.
