Should not require a budget of hours to set up a project workgroup in project timesheets

We are a construction group, while we budget hours for some things many of the items we allocate to a project are unknown in terms of the hours we use. For example, we don't separate in our quotes the amount of time it takes to reframe portions of a kitchen reno. But I need our carpenters to allocate their time to this. I have to put in a random budget amount of hours to make the field work. I should be able to override this because if i have set up the code to allocate hours to it, if I don't have the hours I shouldn't make up a false number just to make the field work.
